David Johnson is a lifelong resident of Seminole County. He has a degree in Business Administration from Stetson and is a certified Florida appraiser. He began his career at the Property Appraiser’s office in 1986. He was elected Property Appraiser in 2004 and is serving in his 5th term. David has led his statewide Property Appraisers Association as both president and legislative chair. He is a Paul Harris fellow with the Rotary foundation and serves on numerous civic and community organization boards, including Chair of Habitat for Humanity Seminole Apopka.
David has leveraged technology to provide top level customer service and improve efficiencies throughout the office. Under his leadership, Seminole County was the second jurisdiction internationally to earn the prestigious Certificate of Excellence in Assessment Administration by the International Association of Assessing Officers. He has most recently received the prestigious Toni Jennings Award from The Orlando Realtors Association which recognizes commitment and integrity in public service.

Joe Reilly is a seasoned professional with over three decades of expertise in mass appraisal and has been with SCPA since 2012. He oversees the valuation of all residential, commercial, and tangible personal property within Seminole County. Joe is also an IAAO Senior Instructor and graduated from UCF with a Master's Degree is Public Administration. Prior to his career in mass appraisal, Joe served as an Officer in the Army for four years, where he developed valuable leadership skills and a strong sense of discipline.

Tyra Miller, a graduate of the University of Central Florida (UCF), boasts over three decades of dedicated service at SCPA. Since joining the organization in 1992, she has been vital in its operations, overseeing finance, accounting, human resources, and the tax roll. Tyra's expertise and commitment have been instrumental in ensuring SCPA's financial health and operational efficiency throughout her tenure.

As Chief Operating Officer, Katie Grasso oversees various crucial aspects of our office including customer service, exemptions, public relations, communications, governmental affairs, legal matters, and special projects. Katie has over 17 years of experience in the mass appraisal field and joined SCPA in 2013 where she has played a pivotal role in the organization's success. Katie is a proud graduate of the University of Central Florida, has earned her Assessment Administration Specialist designation from the International Association of Assessing Officers, and is a Certified Florida Evaluator.
Rick Rourk, CFE

Rick Rourk has over 35 years of IT experience and is a proud UF grad (Computer Engineering) and UCF grad (Master, Public Administration). He has a variety of experience in many fields including GIS, commercial and business application development, real-time software development, and over 30 years of experience in property valuation and taxation systems. As Chief Technology Officer, Rick has overseen the redevelopment of all in-house system and continues to use his strategic vision to ensure the Property Appraiser's office leads the charge in technological innovations and efficiencies.
